Measure 2 will enable the state government to sell debt bonds that will raise funds for the state's college student loan program - The Alaska State Loan Corporation (ASLC). Current state prohibits the sale of bonds for student loans but allows them for other projects including military defense, natural disasters and infrastructure projects. Measure 2 was introduced after the ASLC ran short of funding in recent years.
