“Certainly, to do so without that country's permission would be an act of aggression and would not be wise. However, if acts of aggression have been made against the US, and can be connected to that country with a high degree of probability, that may be necessary. That was mainly about intelligence efforts. If killing someone is also involved, an even higher level of certainty should be the benchmark, since this clearly involves passing judgment and execution without trial or representation, something we supposedly abhor. If there is an actual state of war between these nations, of course, such actions would have a much higher level of acceptance.”
