That was mainly about intelligence efforts. If killing someone is also involved, an even higher level of certainty should be the benchmark, since this clearly involves passing judgment and execution without trial or representation, something we supposedly abhor. If there is an actual state of war between these nations, of course, such actions would have a much higher level of acceptance.”
