As much as it pains me to say this because so much of how California governs is a model of what not to do, one thing they do great is higher education, especially for in-state lower income, or first generation, or non-traditional college students. A public California junior college is practically free to attend if criteria is met. We can do this across the United States with the current tax incomes received, and I think that would be good. A society is better if there are less losers. A more educated society is a benefit for the entire society.
