A persons feelings about their gender are likely to change overtime, and most especially during their transition from childhood to adulthood. This decision requires a lot of thought to be put into it, and a child's brain isn't developed enough to decide something that can permanently alter their body. You could argue that a parent's mind IS developed enough, but that parent cannot predict how their child will feel about the decision later on in life. No one should be making the decision of gender transitioning except the recipient of the treatment, and only when they are matured enough.
