If the United States of America does decide to offer aid to a foreign country it should be specifically for natural disaster relief or to compensate any mutual entities between the U.S. and the relevant foreign country. Meaning if the U.S. is collaborating/cooperating with foreign countries in order to achieve a mutually agreed upon objective then both parties should have the freedom to support that objective.
