Can a politician effectively fulfill their duties while battling a serious health condition, or should they step down for the sake of governance?

It depends on the situation and should be the decision of the person holding the office evaluated in relation to their sworn-in duties.

I feel for their well being they should step down to take care of their own body and to fight it regardless of what they think to stay in office/

Respectfully they should have to step down and should focus on their own health.

Should personal health challenges disqualify someone from holding public office or inspire more trust in their resilience?

yes they should be disqualified because if they died the whole country would be in shambles.
