I feel that its not a big deal but there should be a way to communicate somewhat.
When it comes to America we're one of the most diversed countries with different races and languages. We cannot just welcome people from other countries and expect them to know english well, We should have signs and people alike who can help communicate instead of forcing immigrants to learn english quickly.
