Either the president or Congress may give the military permission to use drones for intelligence and to kill, not suspected, but known terrorists. The country harboring the terrorists does not need to be consulted, particularly in cases where killing the terrorists will result in saving innocent lives or in retribution of having already taken the lives of our citizens, troops, and allies.
