Quantify “Rich” millionaire? Billionaire? Liquid or asset based? Or just someone who makes over the 6 figure threshold but has minimal outgoing? In my opinion, if you are a billionaire you should be paying more tax regardless of assets or liquid. If your net worth is one billion and one dollars you now fall in to the billionaire tax bracket. There are no loopholes for this where you borrow money against your wealth and make it look like you made a loss thus getting out of paying tax. That is for individuals. Corporations that are of a certain threshold need to pay their share and not have access to the the loopholes they have. There should be incentives to keep them in the USA tax system, rather than them moving to off shore to avoid tax. Corporations that keep it American and hire Americans creating wealth for Americans and raising the economy can tap in to tax incentives to lower their bracket.
