They Should be given amnesty if they are not criminals (stay out of jail), they are working, are willing to pay a large fine for working in this country w/o paying taxes, they have to start paying taxes upon applying for this amnesty, they can have a path to citizenship if they meet the 1st set of qualifications & then they have to make required enhancements to society. Learn English, continue to pay taxes, give them limited health care until citizenship if they are working, but do not allow them the right to vote until they become a citizen, or not allow them to be able to collect social security until they become a citizen. They should also be made to serve this country by either being in the military for 4 years, or doing some other extreme demonstration of their committment to this country (ie: volunteer work in a veterans hospital-taking care of wounded veterans for free for 4 yrs) while still working for pay somewhere else. Or perhaps demonstrate their committment to this country by buying a house or property. You don't want to make it easy for them to become a citizen because that would just encourage more illegal immigration. If they want to become a citizen so badly, then make them work hard for it, prove they want to be part of this country. However, do not allow chain migration. If they want their families to come over here too, then make it very difficult for that to happen as well- not impossible but make their families want it badly enough that perhaps they will take on jobs Americans don't want to do just to prove how badly they want it. It should not be made easy for them because that just encourages more illegal immigration. Perhaps the illegal workers don't want to become a citizen but they just want to work here. I would give them amnesty but once again, not only will they have to pay taxes on what they earn but they will have to pay a surcharge tax for being given the opportunity to work here in this country and their employers would have to pay a surcharge as well.
