An opinion is an opinion, and you can't regulate thought. However if the hate speech becomes disruptive, promoting violence it should be restricted. For example, a hate group like the Klan marching through a neighborhood that is predominantly African American or any other minority group, can create a situation of hostility due to racist rants of the Klan. We ban protest from being within a certain distance of funerals for this very issue. Also if a fight breaks out because of someone's racist speech, their hateful rhetoric should be considered the cause of the fight. If you yell fire in a crowded movie theater and someone is injured or dies from the panic you are at fault. Same goes for hate speech.
