China has let Hong Kong have its own constitution and autonomy. But Hong Kong is also legally part of China.

Hong Kong is now part of China giving them the right to do what they see fit in their country. We should still protest any inhumane treatment and possibly use economic means to encourage change.

China has a lot of problems right now in Hong Kong and back home, if Hong Kong is under attack, we should not allow fugitives to be extradited because of the current state of affairs.
