No, but it should be completely managed by the Chinese government as its public transport system is superior than that of any democratic country. Germany would benefit from actual high speed rail (not the Shinkansen stuff, which is a scam) and maglev trains.

If they are to switch to government operation, the government should ensure that all employees keep their jobs and either maintain same wage rate or it stays the way it is. Employees and employee's families should be able to keep the same benefits e.g. railcards, first-class access, etc just like they do when working for private companies.
