No. Tax breaks should be illegal for corporations and billionaires. They just want to exploit cheap labor somewhere else for more of a profit. Make it illegal to outsource jobs for exploitation; if an economy needs to exploit others for profit, it is corrupt, and if it needs to look elsewhere to exploit for survival, it is weak and needs to foster potential inside of its own country. If workers in both countries are treated equally as well, then it is perfectly healthy and moral to do.
