It should mainly be used for intelligence, but may be used to kill suspected terrists if we have undeniable proof and in a way that minizes as much civilian casualties as possible (with the countries permission if possible)

Collateral damage needs to be avoided at all costs as to avoid causing further distrust for the US. The drones should be able to kill terrorists, but collateral must be considered before doing so, and if the danger of letting the terrorist go is greater than the danger of trying to kill the terrorist on our own terms, then the drone should kill the terrorist.

I think yes but asking permission from the country is risky, they could notify the suspected terrorist the U.S would be after. I think yes but if we notify a country we need to be sure we can trust the nation.
