Yes, most of the people held there aren't even terrorists and were sent there because the Syrian government could recieve a monetary reward if they gave the U.S. "terrorists".

Keep it open so that U.S. penetentiaries aren't targeted by terrorists, but remove current rules allowing torture and afford detainees due process. Upholding the Geneva Convention in spite of an available loophole is the right thing to do

No, but Geneva Convention law should apply to U.S. territories and detainees should be given expeditious due process.
