Western democracies and especially democrat presidents love making deals with despotic nations such as China and Iran that gives the despots everything they want up-front, in exchange for vague promises to do something later. See China and WTO, Iran and nuclear deal, North Korea and their nuclear deal, Biden and Venezuela, etc. etc.
