This is a multifaceted issue: We can crack down on tax evasion, we can reduce military spending, we can eliminate tax loopholes for the rich and ultra-rich, make higher tax brackets for the top (for example:) 10, 5, and 1%, and a Henry George-style tax on the unimproved value of land (as well as pollution or exploitation of natural resources).
