Yes, but only if the protests cannot be controlled by regional law enforcement and/or the protests are killing citizens not involved in the protest and/or if the protests are now involving home break ins where the protesters are putting citizens lives at risk and regional law enforcement cannot control the situation. (Basically, unless the purge is taking place, the military should not get involved in protests and try to stop the protests).
