“Initiate a flat base tax, no exceptions for all people up to the low end of poverty threshold, increasing slightly as income increases to the mean. Eliminate the "progressive" (sic) income tax rate (percentage) and revised to become a de-escalating percentage of income as income approaches a level 25% above the mean. The rich may need to pay more than the poor, but not by increased percentage of income. Reduced percentage of income for higher incomes, but not less in ultimate tax. Base rate plus reduced percentage above base rate as income increases.”
