“Chain of command is very important preventing chaos. But without support and trust in officers it is undeserved. Rape should never be tolerated ever. The only way to fully prevent it is to completely separate men and women and harshly punish any rapists found guilty. Seeing common sense will not be used the only other option is weaken the chain of command system and turn it over to independent prosecutors.”
