An economic stimulus is a monetary or fiscal policy enacted by governments with the intent of stabilizing their economies during a fiscal crisis. The policies include an increase in government spending on infrastructure, tax cuts and lowering interest rates. In response to the 2008 financial crisis Congress passed the American Recovery and Reinvestment Act of 2009. The Act included increased spending on energy, infrastructure, education, health and unemployment benefits.
