Congress is the multi-party legislature of the United States consisting of two Houses: the House of Representatives (435 members) and the Senate (100 members) with the responsibility of creating and voting on bills before they become law. A bill is created in either the House or Senate, but must pass through both before it is presented to the President for approval. Should the President decide to vote against (veto) a bill, the House and Senate can still vote the bill into law by a two thirds vote. Members of the House of Representatives serve two-year terms representing the people of a district. Senators serve six-year terms representing a specific state (two Senators per state) with elections held every two years. Historically, members of Congress are re-elected over 90% of the time. Currently, the Senate consists of 52 Democrats, 46 Republicans, and 2 Independents while the House of Representatives consists of 232 Republicans and 200 Democrats.
