Should tax revenue allocated for transportation only be used for road, rail and bridge projects?

HJRCA 36, will ensure that taxes collected for transportation are only spent on road, rail and bridge projects. Since 2003 $6.4 billion has been removed from Illinois' Road Fund and used for other non-transportation related expenses. This amendment would prohibit this spending going forward.
