California Proposition 61 requires state agencies to pay the same prices that the U.S. Department of Veterans Affairs (USDVA) pays for prescription drugs. A 2005 report indicated that the USDVA paid 20% less for prescription drugs than the California State Government does through MediCal. Proponents including the AIDS Health Foundation and Bernie Sanders argue that Medical is currently getting ripped off by Pharma companies. Opponents including the major Pharmaceutical Companies argue that capping costs will restrict patient's access to life-saving drugs.
